SECTION 4,

Sir A. Johnstone to sir Edward Grey-(Received June 12.)

(No. 93.) Sir,

The Hague, June 11, 1914. WITH reference to your despatch No. 68 of the 10th instant, I have the honour to inform you that I have to-day signed the International Opium Convention on behalf of the Colony of Bermuda.

I have the honour to transmit copy of a note which I have addressed to the Netherlands Minister for Foreign Affairs informing his Excellency that His Majesty's Government would be glad to receive as soon as possible a copy of the protocol recording the signatures handed in subsequently to the original signature of the Convention in order that the ratification of His Majesty's Government may be deposited without delay

When I handed in the note at the Ministry I stated that the protocol should record all signatures (including that of Bermuda), and urged the necessity for an early reply.

I have, &c.

ALAN JOHNSTONE.

Enclosure in No. 1.

Sir A. Johnstone to the Netherlands Minister for Foreign Affairs.

M. le Ministre,

The Hague, June 11, 1914. AS the International Opium Convention has now been signed for Great Britain and Ireland as well as for all her colonies and dependencies, there remains no further objection to the Convention being ratified by His Majesty's Government.

I am instructed therefore by Sir Edward Grey to state that he would be glad to receive from your Excellency as soon as possible a copy of the protocol recording the signatures handed in subsequently to the original signature of the Convention, in order that the ratification of His Majesty's Government may be deposited without delay.

I avail, &c.

ALAN JOHNSTONE.
